Topic Agenda : Moving Forward from the COVID – 19 Pandemic :
Repairing the Exiting economy vs Building a New Economy.
BACKGROUND
Corona virus is part of the virus family that
causes disease in animals or also in humans. His case began with pneumonia or
mysterious pneumonia in December 2019. Many cases of this mysterious pneumonia
infection are found in animal markets. The Corona virus or COVID-19 is thought
to be carried by bats and other animals that are eaten by humans until
infection occurs. Coronavirus is actually familiar in the world of animal
health, but only a few types are capable of infecting humans to become
pneumonia. This case is allegedly related to the sale of animals at the Huanan
animal market in Wuhan of various types of animal meat, including those that
are not commonly consumed such as snakes, bats and various types of rats. With
this background, the Corona Virus is not the only time people in the world
panic. Having flu-like symptoms, the Corona Virus develops rapidly, resulting
in more severe infections and organ failure. Even the WHO declared the COVID-19
outbreak as a pandemic on March 11, 2020.
PAST ACTIONS
Starting from a local case, Covid-19 spreads
throughout the world one by one through transmission which is called imported
cases from outside the area of origin or local transmission between residents.
In conclusion so far, the analysis of experts shows that Covid-19 is more
resilient in low-temperature and dry areas although the virus is also endemic
in countries with opposing temperature and humidity conditions. This virus is
also more susceptible to causing death in the elderly population. The results
showed the virus resembled severe acute respiratory syndrome (SARS). In
Botswana for the first time confirmed the Corona virus on March 30, 2020. On
March 30, the country's first three cases were confirmed. On March 25, a
78-year-old woman suspected of having COVID-19 died in Ramotswa. Days after his
death, his results came back positive making him the fourth case of COVID-19 in
Botswana. As a precaution, the government has banned gatherings of more than 50
people and entry of people from countries deemed high risk. On March 24, the
government announced that the borders would be closed. On May 1, 2020, the
Dutch government issued a regulation compulsory wearing masks when leaving the
house. Botswana citizens are allowed to return but must be quarantined for 14
days. However, there are concerns that people may still enter Botswana
illegally from Zimbabwe by avoiding official border crossings. In the education
sector, all schools will be closed starting March 20. Teaching resumed on 2
June. Only on August 29, 2020, the total number of cases was 1633 with a total
of 6 cases of death and a total test of 190,547. With 418 active cases. Botswana’s
growth has lowered to 3% in 2019 - against 4.5% in 2018 - amid a severe drought
and a feeble diamond market (IMF). According to the updated IMF forecasts from
14 April 2020, due to the outbreak of the COVID-19, GDP growth is expected to
fall to -5.4% in 2020 and pick up to 6.8% in 2021, subject to the post pandemic
global economic recovery, conclusion of the normalization of the diamond market
and the beginning of the copper production.
MY SOLUTIONS AND
ADVICE FOR THE GOVERNMENT OF BOTSWANA
1. The
government must relax the time for paying interest and taxes to every affected
citizen.
2. The
government is required to control economic activity so that the economy does
not decline further.
3. The
government provides assistance in the form of money or basic foodstuffs to
affected citizens.
4. The
government is recommended to allocate state revenue and expenditure budget
funds to restore the economic situation after the Corona virus pandemic
